Post-Award Analysis

Understand what happened after a public award, then decide what to fix.

Post-Award Analysis is Lichen's records-based review for public bid, grant, and procurement results. It works from source files, public records, scoring materials, and client-provided documents to turn a result into a decision-ready action plan.

Public options

Two ways to use Post-Award Analysis.

Same-week clarity where records are available

Post-Award Diagnostic

A decision-dense review for fast leadership clarity: where points moved, what the record supports, what was controllable, and what should be repaired before the next pursuit.

Deeper review for heavier or recurring losses

Post-Award Audit

A more detailed analysis for board-sensitive results, repeat pursuit problems, or situations where the organization needs a fuller source-file read and repair backlog.

Source file checklist

Bring the record, not the guesswork.

Complete records make the analysis faster and more useful. If records are missing, Lichen labels confidence and identifies what should be requested next.

  • Solicitation, RFQ, RFP, ITN, ITB, or funding notice
  • Addenda, Q&A, instructions, and scoring criteria
  • Submitted proposal, bid, application, or interview deck
  • Tabulation, final ranking, notice of award, or score sheet
  • Evaluator comments, debrief notes, or public records already received
  • Protest instructions, deadlines, and any counsel-led constraints
  • Next target pursuit, funding cycle, or decision deadline

Advisory boundary

Useful analysis has limits.

Post-Award Analysis is designed to clarify the record and the next pursuit. It is not legal advice, protest representation, or a guarantee of outcome.

Lichen does not provide legal advice, protest representation, public-finance advice, bond counsel, P3 financing, or developer-of-record services.

Findings are based on public records, lawful source materials, client-provided documents, and clearly labeled confidence levels.

Issues that may require counsel or licensed advisors are referred out instead of being dressed up as strategy.

Make the call before the market does.

Bring your next decision to Lichen.
